And what does the LEO do if the 404 Auth driver doesn't have a Civi drivers permit of any kind at all? Would that be a problem for them (either the Leo, or member), or no? Just wondering since you said that they use the Civi license in there report afterwards.
I'll try to answer a few of the questions:
Specifically spec pay would be awarded to bring certain 'sub speciality's' up to par with civi employment, as in the same way spec pay is used now.

Basically Spring 2009 New CIST QL3
Spring 2011 New CIST QL5 (giving all the guys who finished there 3's before spring 09 a chance I guess)
Spring 2011 New CIST QL6..... all the way to QL7(?)
Sig Op QL3's cover both, but only a bit, as far as I can remember. I'm sure both are a lot more powerful and can do a lot more then I was shown on my 3's. But atleast I can navagate with both.
(I'd say they spent roughly a day, day and a half on each)
Funny that, thats how I already lace them, only way I knew how (at least thats how I thought you 'HAD' to lace them =) ) Guess its just me running around, and jumping of veh, and such.... oh well, winter is only 8 months of the year ::)
Figured as much, they fit quite well, I find that my ankle rolls way to much, and as such I've hurt it a few time. Meh, at least my feet have never been cold, so far
and I can't think of any other boots at the moment, or wait can I...
Is there a better option than the muckluks (for winter, when its cold), they destroy my feet, and everyone else's that I know
