I see that the completion date on the North West Passage one was indicated as 2016. That was ten years ago. I wonder what the current status is as I haven't heard of this being operational. Any more recent articles discussing the current state?

Sorry, Kevin, but there is no "propulsion ability" required. You raise through ice vertically, from a fully stopped position on buoyancy alone and from a single point of contact: the sail. Note that I said raise, not punch through the ice: you don't use momentum because it is not a collision...
