The DICE system does have a dedicated IFAk, and as already mentioned, so does the ISSP. Some of the other pouches the DICE system has are:
40 mm grenade pouch
C13 grenade pouch
Smoke grenade pouch
C9 drum pouch
C22 pistol magazine pouches
Gas mask pouch
Radio pouches
Various types of C7...
The system comes with a bunch of different pouches (enough mag pouches to carry more than 6 x mags). They just had their demo system wearing 6 x magazines. Depending on the soldier's role and mission, they can configure the pouches to their liking.
I would guess that SOCEM would have to have another bid competition, and that LU would bid this system for that contract.
I think the Army would use DICE as a lesson learned, and then when they write the Statement of Requirements for SOCEM, they would incorporate the feedback from the Light BNs.
Some good news, the contract for the next phase in DICE has been awarded. The light BNs (and attachments) will be seeing new ballistic armour layers, tactical vests, and pack systems...
