Interesting. I would suspect that the data might be different in urban vs rural environments. A large municipal department/detachment would be able to have at least elements of their tactical/containment/negotiating people on scene fairly quickly vs a rural detachment where they might have to be called out then drive some distance.

First on scene pushes straight for the threat and keeps pushing. Anyone else arriving tries to catch up. If tactical show up in time to make a difference for the actual changing of the behaviour away from ‘active threat’, great. Usually they don’t, just because the threat is stopped by initial responders within the first few minutes.

Which, if recall correctly, was the whole point of developing Initial Rapid Deployment (or its various names). People were dying under a widely-held policy of 'hold, secure and wait for the cavalry' in active shooter situations.
 
We have the means and the physical tools to stop this. Its a question of will.

It won’t work. First, there will be a week of empty “hopes and prayers” from Canadian politicians, Then the Jews will just get blamed for “getting what’s coming to them, after Gaza”. Finally, Canadian gun owners will lose more guns…because.

What we need is leadership to let the police and security services to use existing laws to go after the foreign agitators and those using criminal hate speech in public. They have been tip-toeing around this for too long.

Also, it’s time for civil society to shun anti-semites, and by extension anti-Zionists again. We’re seeing that 80 years after “Never again”, it is now meaningless.
