Who owned is? Where was it flagged? Was it inside or outside of the 12nm limit of territorial waters? Was it under some legal sanctions regime? Etc etc.
But who's going to do anything about it? If a Security Council resolution condemning the action or proposing "anything" was introduced the USA would veto it. It would be exactly the same reaction as when Russia invaded Ukraine. Well, not quite the same. Ukraine, thanks to Russian incompetence, was able to prevent the Russians from overrunning their country and thanks to support (limited though it has been at times) from many they have continued to defend. Who would to do the same for Venezuela?
The ship is being reported as the Guyana-flagged MT Skipper. US Treasury Department’a Office of Foreign Assec Control sanctioned it a couple years ago, purportedly for moving Iranian oil. I’ve seen reports that a warrant of seizure was issued by federal court a couple weeks ago.
Obviously the decision to seize this particular ship at this particular time and place is a very deliberate choice. It’s another incremental escalation against Maduro, shielded under a pretty widely accepted sanctions regime.
