Canada has 1.2M registered firearms. There's several time more that are unregistered/unlicensed/illegal. It makes Canada top 20, possibly top 10 for per capita firearms ownership in the world. Even the government snatching up some guns (even though I disagree with the program) would not change this reality.
So no, it's a stupid talking point and a diversion to go from focusing on the threat to, "But da Liberals....."
The ban includes approx 5 million firearms, most of them being the type that would be useful in an insurection. (Of which there will be compensation for about 135,000). Of those it's reported that 150,000 are AR-15 type and variants. Many made by Colt Canada including MMR upper receivers a bunch of HK416s. 50 cals are also on the ban list. There are many civilian owned Barrett, McMillan and Accuracy International fifties.
How many C7s does the CF have in inventory ? How many sniper rifles? I don't think the destruction of all these civilian owned firearms is inquonsequential to the ability of Canada to have an insurgency.
