As they do here as well, but convictions and actual sentences are the realm of the courts. Were they part of the over-reach?Prosecutors play a role in deciding what to charge (and whether to over-charge, which is common in the US in order to produce plea bargains), and in asking for sentences.
Often more of a capacity issue and targetting the ones seen as ringleaders or who have committed the most egregious offences. That and it's easier to catch the slower onesNot innocent. All kinds of rioters walk home from riots without being taken into custody, though, let alone charged.
