The Sheriffs in Alberta took over part of a Mall and added a secure facility that has been working well for a number of years. It houses their training, dispatch and secure servers.
Again what the Military thinks they need as opposed to what they need are three different things, that is what the Sheriffs had to do was come up with a out of the box solution that works decently for the circumstance.

Do the Alberta Sheriffs use radios that are protected as classified assets across multinational user community? Are they connected to network with anything higher than Protected C? Do they hold antitank weapons? Do you think the CA has no greater security requirements than the sheriffs?

Start looking in local industrial parks for warehouses. Or bankrupt car dealerships. Do the deals that make sense, right now.

There are dozen or more largish warehouses here in Winnipeg next to the Airport and a major rail yard that could be had for a song

Are these places connected to frequent public transit, or would these become new armouries already inaccessible to the target recruiting base?

Defunct or nearly empty malls, especially where the anchor tennants like The Bay used to be could really be workable. The lease should be reasonable; they tend to have good parking and also tend to be serviced with transit.

Many of them also had food service courts which creates the possibility of turning the building into one that could have a self-contained residential component for summer courses etc. including the training of cooks etc.

Preplanning mobilization needs some out-of-the-box thinking in mass, distributed training facilities.

I'd like to be able to answer that question but to be quite honest Winnipeg Transit Winnipeg Transit changed all their routes and schedules.
That area used be well serviced before Winnipeg Transit decided that their reason for existing was to increase the profit margins of used car dealerships.

Yes.
Not considered multinational as they only use their equipment provincially (ish). The encryption keys are considered protected.
One can argue either way but some of their officers utilize their system for access to protected data basis that are level secret. Some of the investigations they are involved with are level secret with grave national concerns.

Are they connected to network with anything higher than Protected C?

Yes,

Do they hold antitank weapons?
No, but they do hold a significant armory and assortment of firearms.

Do you think the CA has no greater security requirements than the sheriffs?

Yes and No.
Just look at a local RCMP station the level of security put into those places. Is that more or less than the CA.
Depends on the actual equipment stored and what operations may or are taking place out the building.
Did I think Finning Canada has more security requirements then the Military. I would not have thought so but they do in some of their buildings/ facilities.
Did I think a local Oilfield company who uses Radiation sources require a high level of security. Nope but they do in some cases.

I think you are sadly under-informed on what the National Defence Security Orders and Directives (NDSODs) actually say.

Nowhere did I say that a Mall, for example, couldn’t work for a reserve unit as long as the proper physical security changes are made. What I did say was that the days of the general public wandering in and out of armouries (i use this term generically for any building or part of a larger building housing a reserve unit), without access control are over.

Security zoning is a thing. The public can be in a Reception Zone with very little screening and not much supervision. They cannot be in an operations or security zone without either screening, escort or both. Given the weapon systems and radios etc coming down the pipe to reserve units, having a community bake sale on your armoury floor that probably needs to now be a Operations Zone just does not fly anymore.

Last time I was on a military base they did not even have a commissioner at the front gate. I did have to pass one to go into the secure area and use a swipe card to enter my lines.

Finning building (one example) I went to had a security team, swipe cards, cameras, voice monitoring and secure phone lockers. Plus had a building lock down protocol.

Lots of corporate security actually have as good if not better systems then the military for overall security of their property. That includes the use of drug and explosive dogs, camera monitoring facial recognition x ray scanners, pass protection, actual visible security active background checks and the list goes on.

The average Military base has minimal security at best. Maybe roving patrols, Use a system of alarms , fired detection and maybe cameras.
