Simple answer , harden the sensitive areas.
Think inner Citadel. And it's not actually either that hard or not that expensive.

What you are describing is called “zoning”. It exists and depending on the age and design of the building can be really expensive to retrofit.

Because we need like 100 or so new ones to replace the 100 or so armouries that are no longer fit for purpose?

That is an immense amount of money and time.

They can be co-located on bases, rationalized and consolidated. Instead of two armouries, Winnipeg could probably make do with one larger armoury somewhere on the 17 Wing footprint instead as an example. Its a worthwhile endeavour if this network of armouries is supposed to be the backbone of our homeland defence, unless of course thats lip service and the ResF will continue to be underfunded, underequipped and used for generating onesies and twosies. We cant have it both ways, either homeland defence is important or its not.
