The sexually-charged and politically explosive scandal over a former Republican congressman's explicit emails to teenage boys has thrown party leaders and the White House into full-blown damage limitation mode.

On Friday, five weeks before the US mid-term elections, Mark Foley resigned from his safe seat in Florida's West Palm Beach, after it emerged he had sent inappropriate messages to young boys working as "pages" on Capitol Hill.


What initially seemed a minor political embarrassment for President George W Bush's Republican party, has over the last few days become much worse.

It has emerged that some of Mr Foley's behaviour was known about by senior Republican colleagues - including the party's leader in the House - for a number of months. They are arguing about how much they knew - and when.

But the Democrats are demanding that the FBI - which has now launched an inquiry - determine whether Republican leaders tried to cover up Foley's actions for political reasons.

Mr Foley, meanwhile, has checked himself into an alcoholism treatment centre where he says he will have therapy for "behavioural problems", in the latest twist to a case that has what some describe as the "eugh!" factor.

Sexually explicit messages

It was only this July that the disgraced politician was pictured in the White House rose garden, shaking hands with President Bush at the signing of a bill protecting children from sexual predators.

Mr Foley, 52, was co-chairman of the congressional caucus on missing and exploited children. Ironically, he could now face prosecution under a law that he helped to write as part of that committee.

Across the country as a whole, local Republicans have been running a number of campaigns, accusing the Democrats of being out of step with "family values".

Now they find themselves challenged on one of their core issues.

This is not the kind of story that many American families will feel comfortable discussing over the breakfast table.

Mr Foley's emails and instant messages - some discussing masturbation and other sexual matters - are reprinted on a number of mainstream media websites with disclaimers.

As Ed Rollins, a Republican strategist, says: "These are issues that people understand.

"They may not understand National Intelligence Estimates, they may not understand whether Bill Clinton did this, or George Bush did that [in the battle against al-Qaeda], but they understand when someone is sending perverted emails to young people."

Sense of fear

The big question is whether this scandal will cost Republicans votes they can ill afford to lose as they fight to keep control of the House and Senate.

The response from the White House and party leaders has been swift in a bid to control the fallout.

Since Friday there have been a flurry of press releases from senior Republicans, distancing themselves from the mess.

House Speaker Dennis Hastert said he was "outraged and disgusted" with Mr Foley's actions.

Meanwhile, White House spokesman Tony Snow appeared on a clutch of Monday morning news programmes, describing it as "a terrible story".

It was unfortunate that "people are thinking, 'OK, can I get political advantage out of this'," he said.

Traditional political wisdom suggests that mid-term elections are fought and won by local candidates campaigning on local issues.

But there is now a palpable sense of fear that the taint of sleaze may stick to Republican candidates across the US.

Meanwhile, in Mr Foley's Florida constituency, there is an embarrassing footnote to the scandal: it may be too late to remove his name from the ballot paper.

These things are always heavily spun...

Maybe they had a joke sent them by email, and the office SOP was to fwd it to the whole cell.  Maybe it was a long thread of jokes and he did not read it all.  Maybe, maybe, etc.  This stuff is right out of proportion most of the time. things that, if they happened in our office, woulb be "oh well..."

And what is underage in Florida?  Too young to vote?  To young to marry?  Too young to have sex?

I have seen some of the comments made and.. well.. telling a 15 year old boy he'd like
to slip off his clothes...  crosses the line..

Let me see if I can find the IM's he sent the kid.

Foley wrote to a page, "I would drive a few miles for a hot stud like you," ABC News reported.

One of the exchanges suggested that Foley met with one of the pages. "I miss you lots since san diego," Foley wrote, and then he asked the page when they would be having dinner together in Washington, D.C., and what they would do afterward."

Legal experts say Foley could potentially face criminal charges under either state or federal laws that cover transmitting obscene materials and the soliciting of minors for sex over the Internet. Federal law does not require that a defendant actually meet with the minor, only that the minor was pursued for sexual reasons, said West Palm Beach defense attorney Jack Fleischman, who specializes in sex-crime cases."


Interesting to see how Foley has checked into alcohol rehab treatment. I guess it's better for a republican to be an alcoholic than a homosexual......

Florida supports the death penalty, doesn't it? Not that I believe it will come to that.

Give him a fair trial and see what happens.

I thought the funniest part is that senior GOP members may have known about this since as early as '05. Yet he was still appointed as the head of the committee on child exploitation.

It seems that this was known about eight months ago and in view of the up coming elections was 'leaked' to the media now.
 
I have read some of the IM conversations....they are pretty, shall we say, "messed up"

Watching CNN here in the CP, at just after 0300h, and it appears he has been up to these tricks since 1995!

Now the excuses are rolling in, his lawyer has just said he was abused as a boy by a clergyman.

How pi$$ weak is that. Either way, his political days are thru. I would not be suprised if he eats a gun.

The Foley issue has been spun. There are two aspects to this case celebre one is the email that house leader Hastert saw in 2005 which asked the page for his birthdate and a pic. Not a crime but a bit sick. Second, is the IM's that were released by ABC. These IM's date from 2003. These are salacious and the reason why Foley quickly resigned. Who has had these emails and why did they wait til now to make public ? Clearly the opposition is using this for political gain. I suspect though it will not mean gains for them in congress in November. The democrat's sided with two other Congressmen involved with gay sex. One is now retired and the other Barney Frank still serves. Ultimately its up to the voters to decide, thats why Franks is still in Congress.

Shame on Foley regardless.
 
Gotta wonder if someone tried to blackmail him , then blew the whistle.

Of course the timing of the release is political. But the republicans have no one to blame but themselves for not taking care of the problem themselves sooner.

And who thinks they won't use every dirty trick in the book to gain electoral success?
