I understand that, but coming from Chief McCann is very different than whatever the barracks lawyers say. Honestly this whole shitstorm is doing more to hurt morale than help it. They should shut up until a plan can be announced.
I suspect the Chief didn't say there was a CDS slush fund, but someone interpreted what was said in that way.

Remember, because the topic is emotionally charged right now, people will interpret things in a way that makes them feel how they want to feel. In this case... angry. People will interpret whatever is said in the most negative way, because people are angry/frustrated that the MNDs "announcement" is being walked back.

Make a solid decision of immediate salary increase, say X% effect 1 Apr 2025, and then say another X% after they figure out the other stuff like retention bonuses, allowances, feel good shit.

That would have stopped this dead in it's tracks. Instead, we get wishy washy half answers that spin people up more than inspiring confidence that the Chain of Command is working in their best interests.

Hear hear. This just makes the command team look indecisive and weak. Probably because they are.

The problem I see is communication.

I expect that staff have been working a long time to prepare options for consideration and decision. But remember, TB is a committee of Cabinet Ministers. So recommendations to them is considered a Cabinet Confidence, so everyone up to and including the MND can't go into sufficient detail until the TB ministers have made their decision.

it could have been misinterpreted the same way a "20% salary increase immediately" was misinterpreted.
I thought the first statement was for a “20% increase is to the compensation package” while reporting over simplified that to a “20% pay increase”.

Why not just set pay figures on a hourly wage with a guarantee of 40hrs per week. Most MSOIDs cross over to civilian jobs. For those that do not cross over run a average wage.
Then add in OT rates for hours worked above 8 hrs. a day 40 hrs. a week. (PT on your own time).
$1.25- $2.00 hr Shift diff for nights/ evenings worked for duty personal.
Add in a day Bonus for Sea, Field, Aircrew allowance etc. Require a minimum amount of days in the field for all Front line units.

You need to make wages fair and competitive. I wonder how many would like to actually compare their wages to others. I am not talking about Military contractors who charge absolute ridiculous rates for their services.
You can add some housing allowances to areas of high market values.

The amount of admin you just described creating wouldn’t be good. Plus all the disadvantages of having hourly workers isn’t worth it.

Pay doesn’t even need a increase (spoiler most CAF members make much more than the average Canadian) rather cheap on base housing is the solution. The only reason pay is such a issue right now is due to the posting to areas with high cost of living. If there was a standardized on base housing rate across the country it doesn’t matter how much they make as they would still be getting ahead.

You can be making 30k a year but if your housing and food is taken care of you have a lot of disposable income. Alternatively you can be making 100k a year in a high cost of living area and be pay cheque to pay cheque.

Interesting take... Why do wages need to be "fair"?

They need to be competitive enough to keep people in long enough to develop the leaders we need, not the leaders we have left. If, as you seem to be implying, the CAF os over paid, why are are we losing people at the key middle leadership point in their careers?
