I suspect the Chief didn't say there was a CDS slush fund, but someone interpreted what was said in that way.I understand that, but coming from Chief McCann is very different than whatever the barracks lawyers say. Make a solid decision of immediate salary increase, say X% effect 1 Apr 2025, and then say another X% after they figure out the other stuff like retention bonuses, allowances, feel good shit.
That would have stopped this dead in it's tracks. Instead, we get wishy washy half answers that spin people up more than inspiring confidence that the Chain of Command is working in their best interests.

I expect that staff have been working a long time to prepare options for consideration and decision. But remember, TB is a committee of Cabinet Ministers. So recommendations to them is considered a Cabinet Confidence, so everyone up to and including the MND can't go into sufficient detail until the TB ministers have made their decision.

For those that do not cross over run a average wage.
Then add in OT rates for hours worked above 8 hrs. a day 40 hrs. a week. (PT on your own time).
$1.25- $2.00 hr Shift diff for nights/ evenings worked for duty personal.
Add in a day Bonus for Sea, Field, Aircrew allowance etc. Require a minimum amount of days in the field for all Front line units.
You need to make wages fair and competitive. I wonder how many would like to actually compare their wages to others. I am not talking about Military contractors who charge absolute ridiculous rates for their services.
You can add some housing allowances to areas of high market values.
