Or my unit just got denied to run a course because the school will run enough course this summer. A course which the school cancelled the last 2 years in a row

Sounds like Negligent Performance of a Military Duty and Abuse of a Subordinate.
You clearly have a lot of grievances toward your reserve unit; do something about it. The next soldier might not be as lucky.

That really depends on both the LCMM and the equipment; on the flipside have SAFd money to units to buy centrally managed equipment that we didn't have procurement bandwidth for.
That was life safety equipment for firefighting, so followed up and made sure it was properly brought on charge with a maintenance plan etc, but that doesn't work with all equipment, especially when you have an ISSC. Usually that stuff is way out of the delegated financial authorities for the units anyway though.
The one thing though is units frequently want to buy stuff that they think is a fit/form/function substitute, but when you look at it is no where close to the same standard or would even work in that situation so it isn't straight forward. A lot of times people's enthusiasm and confidence is a lot higher than their technical competence.

If we were really concerned about the activities of an individual whose window of opportunity may close by January 2027 and will close by Jan 2029 would we still be buliding solutions for 2040? With many programs not planning to start delivery until 2029 at the earliest?

Which is why the plan is leaning toward insurgency, there was never a doubt we'd ever be able to go head to head in a conventional fight.

An insurgency requires insurgents, weapons that they know how to use, and a C3 (Command, Control, Communications) system with a responsive plan.

Norwegians had an occupation and a resistance within living memory, and Norwegians are still essentially a monoculture (ie. people mostly share the same priors). The prospect they face (still) is invasion by Russia. They won't need to requisition much, if anything, for any expeditionary contribution. My guess is there won't be much pushback.

This is all part of their established mobilization plan. Yes, unlike us, they have had a national mobilization plan for decades.
Critical infrastructure like communications centres, bridges, airports, seaports etc can all be nationalized for defence purposes pretty quickly.
They also used to be able to mobilize a million troops within a week. Not sure how they're doing with that these days, but most people in Norway, over the age of 40 or so, will have been brought up during the Cold War era contingency planning culture.

You would be impressed with their 'Home Guard' program.
"Take the rifle/machine gun from your closet - with all the ammunition that you keep with those weapons - and deploy to your local pre-assigned defensive position at the (Insert name of piece of local critical infrastructure here) and defend it ASAP."
Again, not sure if they still maintain this capability to the same standard as the Cold War but it's impressive.

Per the article about 2/3 of the notices are 1 year extensions of existing permits.
Not a surprise to the Norwegians.
I suspect it is perceived much like that municipal right of way between your front door and the street where you planted that rose bed.
