Meteorology has a similar problem.
In Canada, where ECCC provides the forecast to everybody, and is reasonably accurate(for the forecast type), commanders have gotten comfortable with cutting Met from training and deployments. Until the weather is a problem for them unexpectedly, and then it's a scramble to get people in place for the next deployment, but we don't have people because their job is openly denigrated by senior members while they are working in Canada.
The CAF has a culture of denigrating/dismissing support until it's in a critical state, then panicking and trying to rebuild until it's no longer the alligator closest to the boat.
