We're still in first reading. There is plenty of time for adjustments yet as far as I can tell. But yah, implementation is key. We've been complaining about burecratic slow procurement for decades.

I guess one should be careful what you wish for sometimes!

Even without growth, just getting what we have back to a reasonable state will require a lot of very rapid spending, that may not always be perfect.
