Yup, looks like. This will probably prove to be a significant overcorrect as the pendulum swings away from a system that choked out military procurement and scared companies away from even bidding. But there will be fuckery to correct back in future.

Might be that they’re accepting a compromise of ‘sloppy but fast enough’ in anticipation of rapid CAF growth.

We're still in first reading. There is plenty of time for adjustments yet as far as I can tell. But yah, implementation is key. We've been complaining about burecratic slow procurement for decades.

I guess one should be careful what you wish for sometimes!

Even without growth, just getting what we have back to a reasonable state will require a lot of very rapid spending, that may not always be perfect.
