Might be that they’re accepting a compromise of ‘sloppy but fast enough’ in anticipation of rapid CAF growth.

We're still in first reading. There is plenty of time for adjustments yet as far as I can tell. But yah, implementation is key. We've been complaining about burecratic slow procurement for decades.

I guess one should be careful what you wish for sometimes!
