Meanwhile President Modi surveys all with eyes and mouth firmly closed. His Moscow visits in 2024–2025 saw dark fleet deals, only curbed after US prodding this January. Modi’s refusal to address insurance loopholes or vessel opacity shows a man who doesn’t care about right and wrong, only money. He is quite willing to finance Putin if it means cheaper oil: in this, he is an enemy of the West, not a friend and not a neutral.

Russia backs India. India opposes Sikhs. And Muslims
But China opposes Muslims. In China.

And in Canada we have Indian Hindus, Sikhs, Pakistanis, Muslims and Chinese - not to mention Israelis and Palestinians, Jews and Arabs, Iranians and Turks.

Rangers and Celtic is manageable, as is Maple Leafs and Canadiens.

Nothing will be done about foreign interference as long as some politicians and parties feel that said interference helps them get/ stay elected. Foreign Agent Registry legislation gained assention in June of 24. Since then it has languished. A Commissioner has not been appointed to administer the Act, an office for the Commissioner has not yet been established. Once a Commissioner is appointed, an office must be established and staff must be hired. The previous liberal government avoided actioning it like the plague and Carney has given no indication he is even aware of the legislation. Pick a Commissioner and set up an office. How hard is that? The answer is that it isn’t hard at all. A consensus of some parties on who should be Commissioner. Allocate some money, which we apparently have bags full in excess, and hire staff. That’s it.

If one distrusts our previous and current government, it wouldn’t be a stretch to believe the government is avoiding implementation of the Registry on purpose.

The US has had a FAR since 1948.

The history of CSIS would be fascinating, even after redactions. The early days were dominated by the RCMP cowboys who formed the nucleus of the service, followed by the professionalization of the intelligence function.

Heck, you could probably have a full volume on Jack.

The idealist in me likes to think SOMEONE in Big Int is tapping a ton of expat resource in the country in a way that would make Canada a niche but valuable player in the 5 Eyes - not massive, but "ya know, they seem to always be ahead of the game in this area."

Bear in mind that CSIS’ mandate is security intelligence. They investigate “threats to the security of Canada” as defined in the CSIS act. They can do that domestically or overseas. They are not a foreign intelligence service in the sense of trying to gather intelligence into foreign intentions or capabilities that fall outside the “threats to the security of Canada” arcs. That’s the gap that a new foreign intelligence service would have to fill.

Such a service would represent a significant new demand in human resources in the security and intelligence sector, all of whose agencies are already challenged to hire and retain. The collection and analytical horsepower to obtain and then digest a significant new stream of intelligence would take years to build.

Oh we absolutely should, IMO. It’ll just be hard, and will to some extent come at the expense of other defence/security/public safety agencies until Canada develops more of a capacity to attract people to these fields.
 
They could send recruiters to Queens or McGill to seek out bored gay men like MI6 did…😁
