Can anyone provide me with an up to date complete copy of CFAO 55-10 - The Creation And Awarding Of Canadian Forces Flying And Specialist Skill Badges. I do not have access to the DIN and I need this for a research project. The version I have dates from 1990 so it is a bit behind the times. Other copies from the period between 1990 and today would be welcome as well so I can not changes, etc. Thank you
 
To the best of my knowledge, the 1990-12-21 version is still valid, and has not been amended (despite not being updated and still refers to MOCs, not MOSIDs, and to ADM Per, not CMP...)

There's a good chance that is the newest. CFAOs were slowlyr eplaced by DAODs in the early 2000s and the CAF is shitty at admin so a lot of CFAOs were just left to exist and not get updated.
 
The 1990 version you have is indeed the latest version...but, so you can verify here's the current one; as mentioned, it is outdated in several ways and doesn't line up with the current version of CFP 265. 2 flight crew specialties now wear the full wing (AW&C and LM), Door Gunners now have a Flight Crew badge of their own, and Navigator is now ACSO. AFAIK, Tac Hel Obs is no longer.

CFAO 55-10 -- THE CREATION AND AWARDING OF CANADIAN FORCES FLYING AND SPECIALIST SKILL BADGES

BADGE AWARD -- CRITERIA


1. A Canadian Forces (CF) flying or specialist skill badge shall be authorized only for employment that requires CF members to:

  1. fly in an aircrew/flight crew position and perform duties associated with the badge (this would include parachuting);
  2. work underwater either as a member of a submarine crew or as a diver; or
  3. work as a qualified explosive ordonance disposal (EOD) member.
FLYING BADGES -- GENERAL

2. A CF aircrew badge may be awarded to a member of the Regular or Reserve Force after successful completion of formal CF training or a CF qualifying course for pilots, navigators, airborne electronic sensor operators, search and rescue technicians, or flight engineers. A flight crew badge may be awarded to members for specialized employment within an occupation requiring active and continuous airborne duties.

3. Members who have received military training or courses from other countries for which the requirements are deemed to be equivalent to those for the badges listed in paragraph 2 may be authorized to wear the applicable CF flying badge subject to approval by NDHQ/DGRET (Director General Recruiting, Education and Training).

4. Instructions regarding the wearing of current and obsolescent aircrew badges are detailed in A-AD-265-000/AG-001, CF Dress Instructions, articles 3.11 and 3.12 respectively.

AIRCREW BADGES

5. Pilot Badge. The following CF members are eligible for the award of the pilot badge:

  1. a student pilot upon successful completion of an approved pilot training course to wings standard; and
  2. a member that is referred to in paragraph 3, who meets the standards prescribed for a Pilot of the Military Occupation Code 32 (MOC 32).
6. Navigator Badge. The following CF members are eligible for the award of the navigator badge:

  1. a student navigator up on successful completion of the navigator course training standard to wings level; and
  2. a member that is referred to in paragraph 3, who meets the standards prescribed for an Air Navigator of the MOC 31.
7. Airborne Electronic Sensor Operator Badge. Upon successful qualification to Qualification Level (QL) 5A of Occupational Specification (OS) 081, a member is eligible for the award of the airborne electronic sensor operator badge.

8. Search and Rescue Technician Badge. Upon successful qualification to QL 5 of OS 131 a member is eligible for the award of the search and rescue technician badge.

9. Flight Engineer Badge. A student flight engineer is eligible for the award of the flight engineer badge on attainment of QL 5A of OS 091 or training of equivalent standard and successful completion of the flight engineer course at a designated training unit.

FLIGHT CREW BADGES

10. A member of the CF Regular and Reserve Force is entitled to the award of the basic flight crew badge on the basis of occupation or occupational specialty employment when the member is held on unit strength against an annotated establishment position requiring active and continuous airborne duties as follows:

  1. a. Occupations
  2. Photographic Technician (MOC 541)-- when employed as a member of an aircraft crew engaged on continuous flying duties.
  3. Weapons Technician (Air) (MOC 571)-- when employed continuously on airborne target-towing duties.
  4. Integral Systems Technician (MOC 521), Communication & Radar Systems Technician (MOC 524), Avionics Technician (MOC 525), Radio Operator (MOC 211),Radio Technician (MOC 221), Communication Technician (MOC 224), and Radar Technician (MOC 231)-- when employed as a member of an aircraft crew engaged in continuous Airborne Warning and Command System (AWACS) or NATO Airborne Early Warning (AEW) duties.
  5. Occupational Specialities
  6. Technical Crewman-- Basic Occupation Specialty Qualification (OSQ) Code FA -- Aero Engine Technician (MOC511), Airframe Technician (MOC 512), Aviation Technician (MOC 513), and Air Reserve Aviation Technician (MOCR513)-- when employed continuously in the occupation specialty duties of a technical crewman.
  7. Flight Attendant (OSQ Code FY)-- a member of any occupation when employed continuously in the occupation specialty duties of a flight attendant.
  8. Flight Steward (OSQ Code FX)-- Cook (MOC 861) or Steward (MOC 862) when employed continuously in the occupational specialty duties of a flight steward.
RETENTION OF FLIGHT CREW BADGES

11. For permanent retention of flight crew badges:

  1. a member of the Regular Force must complete 24 months continuous duty in an established crew position; and
  2. a member of the Air Reserve must complete a minimum of 350 flying hours and 24 months in an established crew position.
12. A member who ceases to be employed in an established crew position and has not qualified for permanent retention of the flight crew badge forfeits the entitlement to wear the badge.

13. A member who has qualified for permanent retention of the flight crew badge and who is subsequently commissioned may continue to wear the flight crew badge.

14. Award of the flight crew badge in arrears for permanent retention may be authorized by the appropriate command on the basis of individual application. Members not currently engaged in continuous flying duties who have reason to believe they have previously met the terms of this order for qualification and permanent retention of this badge may apply through normal channels for consideration and decision by the appropriate command headquarters (CHQ). Such applications must be accompanied by a certified log-book showing the applicant was filling a crew position covering the applicable period prescribed in paragraph 11.

15. The award of the flight crew badge shall not be construed as an entitlement to draw aircrew allowance.

SPECIALIZED FLIGHT CREW BADGES

16. Members are eligible for specialized flight crew badges in the following categories:

  1. Flight Surgeon Badge. A medical officer is eligible for the award of the flight surgeon badge upon successful completion of the flight surgeon course at the Canadian Forces Environmental Medicine Establishment (CFEME) or training of equivalent standard as approved by NDHQ (Surgeon General). Qualified medical officers who have been awarded the flight surgeon badge are entitled to wear the badge for the remainder of their service in the CF.
  2. Flight Test Engineer Badge. An officer of the Aerospace Engineering Occupation (MOC 41) is eligible for the award of flight test engineer badge upon successful completion of the flight test engineering course conducted at training establishments approved by the aerospace engineering branch. Officers awarded this badge are entitled to wear the badge for the remainder of their service in the CF.
  3. Loadmaster Badge. Traffic Technician (MOC 933) and officers of the Logistics Occupation (MOC 69) are eligible for the award of the loadmaster badge upon successful completion of the loadmaster course at a designated training unit. Qualified traffic technicians of logistics officers who have been awarded the loadmaster badge are entitled to wear the badge for the remainder of their service in the CF. Traffic technicians and logistics officers who have qualified for permanent retention of the basic flight crew badge are entitled to wear the loadmaster badge in lieu.
  4. Tactical Helicopter Observer Badge. Crewman (MOC 011), Artilleryman (MOC 021), Artilleryman Air Defence (MOC 022) and Infantryman (MOC 031 ) are eligible for award of the tactical helicopter observer badge upon successful qualification of OSQ FF (Tactical Helicopter Observation). Members awarded the tactical helicopter observer badge are entitled to wear the badge for the remainder of their service in the CF.
  5. Aeromedical Evacuation Badge. Nurses (MOC 57) and Medical Assistants (MOC 711) are eligible for the award of the aero- medical evacuation badge upon successful completion of the aeromedical evacuation course and are considered qualified to OSQ 57.B3 or OSQ MA. Members awarded the aeromedical evacuation badge are entitled to wear the badge for the remainder of their service in the CF.
  6. Airborne Warning and Control Badge. Air Weapons Control Officers (MOC 64) and Air Defence Technicians (MOC 171) are eligible for the award of the airborne warning and control badge upon successful completion of the airborne warning and control course. Officers and members who have been awarded this badge are entitled to wear it for the remainder of their service in the CF.

SPECIALIST SKILL BADGES -- GENERAL

17. A CF specialist skill badge may be awarded to a CF member of the Regular or Reserve Force after successful completion of formal CF training or a CF qualifying course for parachutists, submariners, clearance divers, ship divers, combat divers, or explosive ordonance disposal (EOD) members.

18. Members who have received military training or courses from other countries for which the requirements are deemed to be equivalent to CF training requirements may be authorized to wear the applicable CF specialist skill badge subject to approval by NDHQ/DGRET.

PARACHUTE BADGE

19. A CF parachute badge may be awarded to a member of the Regular or Reserve Force after successful completion of formal CF training or a CF qualifying course for parachutists.

20. Members who have received military training or courses from other countries for which the requirements are deemed to be equivalent may be authorized to wear the CF parachute badge subject to approval by NDHQ/DLO (Director Land Operations).

21. A student parachutist is eligible for the award of the parachute badge upon successful completion of the CF parachutist course.

22. A qualified parachutist will normally forfeit the parachute badge when:

  1. after qualification on a CF-approved parachutist course, the member refuses to serve as a parachutist;
  2. the member requests to discontinue parachuting before completion two years of satisfactory parachute duty;
  3. after volunteering for service in the Canadian Airborne Regiment, the member refuses to serve there as a parachutist after qualification on a CF-approved parachutist course; or
  4. the member refuses to make a parachute descent at any time while serving in a position in an airborne unit for which the member is entitled to draw paratroop allowance.
PATROL PATHFINDER BADGE

23. A qualified parachutist is eligible for the award of the patrol pathfinder badge upon successful completion of the pathfinder course, OSQ BR or CK, conducted within Mobile Command (FMC). Qualified members who have been awarded the patrol path-finder badge are entitled to wear the badge for the remainder of their service in the CF.

SUBMARINER BADGE

24. A member who has qualified in submarines in accordance with CFAO 10-5, paragraph 11:

  1. shall be issued a submariner badge; and
  2. is entitled to wear the badge for the remainder of the member's service in the CF.
CLEARANCE DIVER BADGE

25. A CF clearance diver badge may be awarded to a member who has either:

  1. successfully completed a clearance diving officers' qualifying course and has been classified a Maritime Surface and Sub-surface (MARS) (MOC 71D); or
  2. successfully completed a clearance diver's qualifying course QL 5A and remustered to Clearance Diver (MOC 341).
26. Clearance diving officers and clearance divers are entitled to wear the badge for the remainder of their service in the CF.

SHIP'S DIVER BADGE

27. A CF ship's diver badge may be awarded to a member who has either:

  1. successfully completed a ship's diver officer's qualifying course and been awarded OSQ BB; or
  2. successfully completed a ship's diver qualifying course and been awarded OSQ TT.
COMBAT DIVER BADGE

28. A combat diver's badge may be awarded to a member who has successfully completed a combat diver's qualifying course and been awarded OSQ 45.B5, 041.23 or 041.24.

29. Members awarded the CF ship's and diver badge and the combat diver's badge may wear the badge, subject to the following:

  1. it will only be worn so long as the diver remains medically fit and maintains the qualification by completing the required periodic requalification courses;
  2. short-term medical unfitness does not constitute grounds for the removal of the badge; and
  3. divers who maintain their qualification for a continuous period of four years will be entitled to wear the badge for the remainder of their service in the CF.
DIVING MEDICAL OFFICER BADGE

30. A medical officer is eligible for the award of the diving medical officer badge upon successful completion of the diving medicine-- basic course, OSQ 55.A5 and the diving medicine-- advanced course, OSQ 55.A1, both conducted at CFEME, Toronto. Medical officers awarded the diving medical officer badge are entitled to wear the badge for the remainder of their service in the CF.

EXPLOSIVE ORDONNANCE DISPOSAL BADGE

31. The CF EOD badge may be awarded to a member who has successfully completed a designated advanced or specialist level EOD qualification course, (HB/US, HC/UK, HF/UT), subject to the following conditions:

  1. a member's permanent entitlement to the EOD badge will not normally be established until three years after the date of completion of the course;
  2. the EOD badge will be forfeited if, in the three year period immediately following the date of completion of the course, the member becomes disqualified or refuses to perform or otherwise withdraws from the EOD activity for which the member was trained; and
  3. notwithstanding subparagraph b, a member who is injured while performing EOD procedures may be authorized permanent retention of the EOD badge.
PARA RESCUE BADGE

32. Although no longer a current flight crew badge, members who qualified for permanent retention shall continue to wear it for the remainder of their service in the CF.

STAFFING PROCEDURE TO CREATE NEW BADGES

33. Proposals for the creation of new flying or specialist skill badges shall be staffed in the following manner:

  1. All submissions for new badges must be sponsored by one or more of the three environmental commands Air Command (AIRCOM), Maritime Command (MARCOM) and FMC);
  2. NDHQ group principals, branch advisors and organizations wishing to propose the creation of a new badge, must submit their proposal to the appropriate environmental commander(s) for sponsorship;
  3. The sponsoring environmental commander(s), utilizing the criteria established in paragraph 1 will submit the proposal for a new badge to NDHQ/DC (Director Ceremonial), for staffing;
  4. DC will review all submissions and prepare comments, giving particular emphasis to implications for all of the distinctive environmental uniforms, for consideration by the National Defence Clothing and Dress Committee (NDCDC); and
  5. NDCDC will review the submissions and make final recommendations to ADM(Per) (Assistant Deputy Minister (Personnel)) based upon the criteria for creating a new badge and the suitability of the proposed badges.
