Ok, fair enough, but how much complexity do you want to introduce to this thread? The MND is primarily, functionally where the buck stops for military aviation in Canada, including contracted air services. I recognize it is more nuanced than that, but it answers the basic question of why “C” registrations on the A jets.

Well, we could get into TAOs and SPFPs and all that fun stuff, which can also be done with Ns, Gs, Fs and a few others…

TC has never met anything they aren't willing to say "NO" to, we called them the Department of NO.

Welcome to the Canadian bureaucracy. Most civil servants have more authority to say no than yes.
