Now that I think about it. Canada is a party to the 1856 Declaration of Paris via the United Kingdom. Technically speaking, the agreement was not to use privateers against other signatories. It was the Russian Empire, not the Russian Federation that signed. So there could be an argument (a weak one) that Canada could issue letters of marque targetting Russian ships.

Alright, maybe I stayed up too late watching the election, but the United States never signed the 1856 Declaration of Paris. This means that we could theoretically issue Letters of Marque to protect the North West Passage and have the ultimate Stan Rogers mashup.

Maritime law has a lot of pretty whacky things still fully on the books from centuries ago, so this might actually be comparatively fine.
Some enthusiastic teens trying to board a huge ship from a sailboat armed with polite words would be a good story anyway.

That's the least of would-be privateers' worries.
Their main worry is that when they start going after merchant shipping of a nation, that nation may sink, burn, or take them in return. Historically a privateer might command a vessel just qualifying as a fifth or sixth rate, usually less. Few private owners could afford to outfit a vessel to fight modern frigates, let alone stand the outright loss of the vessel.

No intention of victim-blaming here, and I genuinely hope the individual makes a full recovery.
That said, unless those 12-year-olds are complete physical outliers, if you're an able-bodied adult being beaten by children of that age, it may be worth taking a hard look at your physical preparedness. Joining a gym, learning some basic self-defence, or taking up a combat sport such as MMA, boxing, or jiu-jitsu could be worthwhile.
or perhaps he was reluctant to strike back BECAUSE they were 12 year olds until after they got a couple of telling strikes in. Also it appears from the article that the woman was the one who brought him down with the boys getting a couple of blows in while he was down. Any guesses as to where they struck?

As an adult you are going to be held to a higher standard of reasonable force than the kids. That being said I had a Navy League Cadet of 11 that wore size 13 boots. Thankfully his mom was still bigger and tougher than him.
