With all due respect, he is not sworn in by oath, he does not fall under the PSE Act, and he is not respresented by the Union, nor does he pay into its dues. He is not a Federal Civil Servant. A red herring? For what? The fact that he is not a Federal Civil Servant. Sorry, he's not. That does not excuse what he did in any way shape or form, nor have I suggested anywhere that he be excused for it, but the fact of the matter is that he is not, nor now ever will be, a Federal Public Servant.
He, quite possibly, could have been employed for the 4 years as stated in the other article as well. But, much like an A Class Reservist for example, the employment most likely was sporadic and the benefits nonexistent.
Temp/Casual (whatever you'd prefer to call them): No oath is sworn. No entitlement to leave or benefits, no union dues, employment is limited in type and duration (max 120 working days per year in DND). The sign only an offer to work a short preset and fixed period of time on a specific task/project etc and upon it's completion are finished. Does not attend the Civilian Employee Orientation Session at the LCC. You can hire anyone as a casual to fill a shorter role as they are
not hired on the basis of merit criteria IAW the PSE Act governing Public Service Employees. Does not receive an annual CPRR.
Contractor: Is contracted by the Department to perform a specific role within it, usually for an extended but non-permanent period of time, security clearance are undertaken. They sign a contract. Does not attend the the Civilian Employee Orientation at the LCC. Does not pay PS Union Dues and is not represented by the Union. Does not receive an annual CPRR.
Federal Civil Servants: (Hired on the Basis of Merit IAW the PSE Act)
Term Employee: Swears the oath. No contract is signed, but they do sign a ""Letter of Offer" for employment in a specific position with an unspecified end date but for no longer than 2 years (2 years is the max for DND but it is different for each department). Security clearance is undertaken. Can attend the Civilian Employee Orientation Session at LCC. They earn leave and can use leave, but do not pay Union dues and are not represented by the Union. Receives an annual CPRR (Civilian Performance Review Report).
Indeterminate Employee: Swears an oath. Contract is signed for extended period of time with no contract end date. The first year of an Indeterminate contract, he is considered to be on probation. Entitled to all negotiated benefits and leave IAW their table. Pay Union dues, and are represented by the Union. Can attend the Civilian Employee Orientation Session. Receives an annual CPRR (Civilian Performance Review Report).
