I recommend sitting in a parliament session, provincial or federal someday. You will realize how few of them actually show up the majority of the time.

I went to one in BC and it was about 8 MPP, the tv made it look like there was tons of back and forth action when in reality it was just two or three making comments and statements with no wide panning the room.

No, COS for a ministerial office is staff, not elected, and manages and suns and coordinates their office.

No. Chiefs of staff are not ministers nor are they part of cabinet. they just make up part of a ministers political staff.

A Minister may use the following positions and salary ranges:

• Chief of Staff (up to the maximum rate of pay for the EX‑4 level);
• Senior Policy Advisor (up to the maximum rate of pay for the EX‑2 level);
• Director of Communications (up to the maximum rate of pay for the EX‑2 level);
• Director of Parliamentary Affairs (up to the maximum rate of pay for the EX‑2 level);
• Policy Advisor (up to the maximum rate of pay for the AS-8 level);
• Senior Special Assistant (up to the maximum rate of pay for the AS-7 level);
• Special Assistant for Communications, Parliamentary Affairs, and Regional Offices (up to the maximum rate of pay for the AS-5 level).

I’m pretty sure Trudeau and the PMO chose everyone’s COS keeping a tight rein on cabinet.

I think it was in Chris Nardi’s article yesterday that generally the PM CoS is very involved in selecting ministerial CoS. But I don’t know if that was just a JT norm.

I love the idea of Carney installing handlers and keeping Ministers under close supervision. That's probably not what's going on here but would anyone blame him?

Being forced to keep Mendicino on should be a huge eye opener to him.

There's a reoccurring theme where ministers have no idea what's going on under their nose. I'd offer we don't want independence and empowerment at the cost of accountability.

Mendicino's own staff called him a liar when he tried to act like he didn't know about Bernardos transfer.

No one likes the game where the sergeant holds up a pair of socks and makes everyone else hold them up but there's a reason that happens.

Private interests that aren't efficient and productive enough get folded up and the resources they consume get put to other uses, sometimes just by competitors that are efficient and productive enough. Now, how do we achieve that with government?

Although not always obvious alot of public sector organizations regularly go through restructuring activity aligned with changes in requirements, failed programs and other change drivers.

Canada Post is either an independent private company or it’s a public service. If it’s gonna be saddled with the constraints of a public service, the government needs to accept that they’re going to have to prop it up beyond what pure market dynamics will support. I happen to agree that Canadians in Kuujjuak, Churchill, Hay River and Old Crow should have access to postal service. But those places likely won’t be served at anything close to affordable rates unless the government mandates they be and commits to supporting that. Expecting CP to run lean and profitable while also expecting reliable rural and remote mail service just doesn’t jive.

That is what happens when your Deputy Minister reports to (and is directed by) the Clerk of the Privy Council, and your COS reports to (and is directed by) the Prime Minister's Office and more specifically their COS. Ministers become the "on-air talent" who simply read from a script that they had no hand in writing.

That was life as a Minister under Trudeau, and in the last few years of Harper's run.

Hopefully, Ministers will now have enough independence to actually be held to account by The PM, Cabinet, and voters.
