I love the idea of Carney installing handlers and keeping Ministers under close supervision. That's probably not what's going on here but would anyone blame him?

Doug Ford & his COS also kept a tight rein on ministerial COS appointments, too, so it seems to be becoming more of a norm.

Being forced to keep Mendicino on should be a huge eye opener to him.
