I was willing to reconsider things when Carney took office and I am not impressed, the fact is, I see more of the same with different packaging.

Then, we have to think about why Submarines are not even mentioned in the budget that passed. Why is that?

Because we won’t decide on a submarine until next year (summer earliest) , then negotiate a submarine purchase agreement & a maintenance contract. Once terms including payment schedules are established, then the government will include it in future budgets.

I get it. The CAF has manning issues all around but if we use the excuse that our current personnel situation prevents us from planning for our future personnel needs then I guess it's useless to think about modernizing our military at all.
