If the RCAF has trouble staffing Cold Lake I would imagine the RCN will be challenged staffing Goose Bay.
St John’s would be more acceptable I would imagine.

How about making two separate smaller bases just for the new submarines maybe Prince Rupert BC and St. John's NFLD.
