Out of Canada application - non citizen

Firstly,  I'm typing on my phone,  so please bear with me. 

My husband is a South African citizen currently also residing in South Africa.  He has always dreamed of joining the Canadian Forces but alway thought that its probably would never be a reality. 

This year in September however he decided to try and see what feedback he gets. After a couple of emails back and forth,  he received an email stating that the Forces would like to process his application and have requested a whole lot of documentation from him including police clearance from our home country and qualification assessment of his high school diploma through an entity in Canada.

We should be able to submit everything by December.

We have been researching high and low about the process but it seems info to his particular situation is hard to come by. 

Can anyone provide info related to applying as a non citizen from outside of Canada and the process that would go along with it.

For Canadian Citizens applying to join the Canadian Armed Forces the basic eligibility requirements are the same as any other Canadian Citizen applying to join. You are correct that the education gained outside of Canada needs to be accredited to a Canadian equivalent. Security Clearance background checks are to be provided from all countries of residence within the past 10 years.

Once the recruiting centre that you’re in contact with receives copies of the documents that they have requested they will conduct an initial assessment of his education towards his chosen occupation. If selected for further processing dates will be arranged to conduct this processing. You will be responsible for all travel costs to return to Canada for the processing, unless as a Canadian Citizen residing outside of Canada you are a dependant of federal government of Canada employee.

Every application to join the Canadian Armed Forces is a unique application from the individual that submitted the application. There are many factors that can have an effect on the length of time it takes to process an application. Ensure that you maintain contact with your recruiting center throughout the application process.

Could you confirm that there has been no change in the policy that very exceptional circumstances are required for a non-citizen to be accepted? Eg. a fully-trained F-18 pilot during a shortage of such?

I'm confused as to why a NON-citizen would be receiving requests for "a whole lot of documentation" if they're not a target of such an exceptional circumstance, as opposed to being advised to look elsewhere until they've attained Canadian citizenship.
 
Thank you for the response.  Will it be requested for him to travel to Canada for the CFAT,  medical and interview,  or only for the swearing in ceremony (if it gets to that stage)? he was hoping that perhaps he could write his CFAT at the Canadian Embassy here.

As you have indicated, your husband is a South African citizen, I can only assume that his application made it through because he has a very specific skill that is in high demand. If this is the case, your husband will be dealing directly with a recruiter throughout the process.
