Because he's a psychopath, and they're very good at blending in... until they aren't.
And he had friends/drinking buddies that protected him...or people he had something on that had no choice but to protect him...

He's a glowing example of our broken personnel appraisal system.

He's long been a guy people watched move forward and manage to maintain employment with an expression of 'What the fuck?'

Yes. He was able to so easily take the weapons from the Diefenbunker because he had the keys to the weapons lockup. He wasn't a friend, but I recognized him from the neighbourhood and the occasional times he went on sick parade (he was in to the NDHQ MIR the week before the shooting - several of us were interviewed by investigators).

A certain airborne MWO of the RCR persuasion in the 80s springs to mind.
 
First, lets not confuse the scrit with the Performance Appraisal system that gets you to the board in the first place. Shouldn't have even made it to a promotion board based on PER evaluations. This is a failure of his own individual leadership but more importantly the members supervisors.

If they were that bad their supervisor should have given them a developing and kiss of deathed their promotion until they showed improvement. Who should have had him either on remedial measures or been NOI AR'd right out of the CAF, thus never making it to a promotion board in the first place.

Supervisors who are to afraid of telling people they suck and to be better. If you actually use the system as within its design intent it (generally) works.

*this is all assuming he wasn't amazing at hiding his true self psychopath style

Spoke to a couple of guys in the Regiment about it. That was also the phrase they used, a 'piece of work'. Most tried to avoid him.
