It's quite doable, if your bosses could find a set of balls between them and the DOJ Lawyers. Hand them a nice tidy, all strings tied file and watch them treat it like kryptonite.

Given that the ADM in charge of implementing Phoenix and the DM responsible for administering the Department at the time both got their at risk pay and their performance pay, I’d say there’s a 0.000000000000000001723% chance of that happening.
