Who would then be charged with assault police which is a felony in PA.
Could see that...but, outside looking in based on what I'd seen, he might have a hard time explaining to a jury why he had to put a minor in a choke hold at a reasonably peaceful protest...and if he'd grabbed that person and they'd fought back, especially if no audible warning of who they were, again, might have a hard time convincing a jury they weren't defending themselves if they turned the tables. Incidentally, I generally give cops the benefit of the doubt for most things...though have treated people in custody that likely got much more than they actually deserved based on the stories of the patient, the cops and witnesses...plus certain injury patterns are pretty self-explanatory.

Legal authority is highly overrated. Let's just search whatever mail we want - Nunavut RCMP.

Mail is an anonymous way to move contraband. When a suspect parcel is delivered, the receiver can simply say "I never ordered that" or "no idea who the sender is or what's inside". In some cases, controlled deliveries were done to ensure the right evidence was gathered at the right time from the right person and it was admissible in court. But that's a lot more work than running the dog through the mail room.

There are rules not only for domestic mail, as outlined in the article, but also international mail. With international mail, it's governed by the Customs Act. Even so, when I worked at the international mail centre, we couldn't just search anything we wanted to. We needed indicators of smuggling, some of which were intelligence based and other times experience based. The other issue we faced was sheer volume. Too many packages and too few BSOs.
