The other major question I have which the article indicates but doesn’t definitely say is it seems that this officer didn’t report what happened. From how it was worded it took the neighbours landlord raising a stink to cause it to come to light.There's different rules for different folks my friend.

If that is true that is almost as bad as doing the ND because that means the officer is not trustworthy or capable of admitting mistakes.
Mistakes happen, there can be major lessons learned from them which makes a individual much better for it. Hiding those mistakes isn’t a good thing.
