Promotion backpay criteria

I am looking for some information on the criteria under which a member may be eligible for backpay on promotion. Specifically in the case of being promoted after another member who is lower on the ranking list for promotion to the next rank.

So in this case member A is being promoted after member B who was lower on the ranking list.
Member A was eligible for promotion at the time of member B’s promotion in that all career courses were complete.
Member A was on TCAT but was medically exempt FORCE test and that status should not impact promotion due to the CANFORGEN released in 2017 which delinked TCAT/PCAT from promotion.

In this case when member A is promoted should they get backpayed to the date member B was promoted?
 
No, what you're describing is an out of sequence promotion. Happens all the time. The only obligation the CM has is to ensure that everyone above the authorized promotion ceiling for a given year is promoted. For example, member A is lower on the merit list than member B. A vacancy exists at the next rank in unit X. Member A has been at their unit for 5 years, while member B has been there 1 year. There is a greater likelihood that member A will be posted and promoted, while member B has to wait. First on the merit list does not mean first to be promoted in a given year.

Your best source of information would likely be the career manager. The nuts and bolts of career management are their areas of expertise. I doubt there's any sort of instruction in general circulation.
