Maybe it’s time for a few Russian and Chinese ships to suffer unexplainable catastrophic failures after cutting the cables. They only respond to force.
Having the ships seized is probably sufficient.
 
Perhaps now that the Baltic Sea is lake NATO, the Baltic countries should enforce mandatory pilotage for vessels transiting certain waters with vulnerable infrastructure. Back it with forced boardings of suspect commercial vessels if needed.

It’s not like the identity of ships comprising Russia’s shadow merchant fleet is unknown.

I wonder what the chances are they find either an anchor with razor blades welded to it or an anchor chain with no anchor ('huh - it was there yesterday').
