As far as knowing the ever changing firearms regs, I will give it to you that most Members have a superficial understanding. The rural Members were normally better than the ones who came from urban areas. It simply comes down to prioritization. Between Municipal, Provincial, and Federal Acts, Regs, Caselaw, Policies and Procedures. Firearms issues were just not a large percent of calls, issues and the ones that were normally fell into a few common offences. The rest of the time you relied on the Member asking someone with more experience. But like every group, sometimes Members don’t and the outcome is an avoidable mistake. For a while the RCMP made everyone take the restricted course at Depot. But it was one bit of info in a sea of info. The RCMP knew this and for about a decade they used to send out sets of four double sided laminated letter size aide memoires. They were the best thing, but one day that stopped due to $$$$$ reasons.
