Hard to tell from the video of the blast. It looks like the blast could have been a from a point charge tamped against the side of the pier or footing, which could have various levels of effect. But the damage could be substantial if there were chambers dug/drilled under the footing and/or boreholes into the pier, then the damage could be more significant.I am not a bridgeologist.

And swarm the divers and their support boats/eqpt non stop.If nothing else, there will be a requirement to send civil engineer divers into the water to assess the damage before heavy traffic continues.
Likely took out 4 or so of the supporting piles under the cap. Really hard to tell. Depends on how much redundancy is built into the design. The are damaged is designed to deflect ships from hitting the support pillar and the piles directly under that. The under laying seabed plays a part as well.I am not a bridgeologist.
