Trump says he will meet Putin in Hungary for Ukraine talks after 'very productive' phone call​



I can't see a route for him to get to Hungary that doesn't require some time over the air of a NATO country. My first thought is that he'll fly out over the Black Sea, close to Turkish airspace and then either cut across Romania or Bulgaria, If Bulgaria is the chosen route, then on into Serbian airspace before landing in Hungary.

Do Romania and Bulgaria not have an obligation under the World Court provisions to NOT allow Putin across their territory because he's wanted in Den Hague?

Wouldn't be the first time Trump makes something up on the spot, intentional or not. The man is very much deteriorating and it's hard not to notice the changes.

It’s a bit of a challenging question sitting heads of state enjoy a very high degree of inviolability in international law. It’s unclear how the confluence of head of state immunity under customary international law, civil aviation law, and an ICC arrest warrant under the Rome Statute plays out. I think that in the legal balance the ICC warrant would prevail, as customary international law has been shifting away from absolute immunity in the case of crimes against humanity. Every country surrounding and including Hungary is a state party to the Rome Statute.

Against that is simple realpolitik. States could elect to extend a temporary immunity for the sake of a larger diplomatic objective. I suspect that’s what will happen, with considerable pressure applied by both the U.S. and Russia to allow it. Plus who knows if it’ll even be the real Putin attending?
