Now if you have the Cuban regime and the present US administration giving contradictory statements about this incident, I wouldn’t know who to believe.
And in such a case I would revert to Occam’s razor. The simplest and most plausible explanation here is organized crime doing crime stuff and trying to shoot their way out, and losing.
I of course remain open to taking in new information.

I'm guessing that the Cubans wanted to wait until the last possible moment before firing in order to try and reduce as much as possible flak from the US. Hitting someone in a speedboat 10 miles out vs 3miles vs 1 mile might trigger different responses from the US. But with the current Circus who knows what they'll do/
