Possibly smugglers? It's certainly a choice to start shooting at any countries coast guard in it's own waters.

Cuba's Interior Ministry has announced that four men on a US-registered speedboat were shot and killed after being intercepted in Cuban waters.

In a statement, the ministry said that the speedboat's passengers opened fire on a coast guard vessel that approached them.

Six additional passengers were wounded in the incident, which took place near an island on Cuba's northern coast.

Dozens of FBI records apparently missing from Epstein files, including Trump accuser interviews​

Dozens of FBI witness interviews from the investigation of Jeffrey Epstein appear to be missing from the massive trove of files released by the Department of Justice last month, according to a CNN review – including three interviews related to a woman who accused President Donald Trump of sexually assaulting her decades ago.

An evidence log provided to attorneys for Epstein associate Ghislaine Maxwell includes serial numbers for about 325 FBI witness interview records – but more than 90 of those records, over a quarter of the list, don’t appear to be present on the DOJ website, according to CNN’s review.

Among those missing records are three interviews related to a woman who told agents that Epstein had repeatedly abused her starting when she was approximately 13 years old, and who also accused Trump of sexually assaulting her.
 
If, as alleged, they opened fire on Cuban law enforcement in Cuban territorial waters and lost the resultant firefight, then it sounds like a FAFO and this is Cuba’s matter to deal with. The U.S. is free to provide consular services to any of its citizens who are subsequently in Cuban custody.

And in such a case I would revert to Occam’s razor. The simplest and most plausible explanation here is organized crime doing crime stuff and trying to shoot their way out, and losing.

I of course remain open to taking in new information.

I'm guessing that the Cubans wanted to wait until the last possible moment before firing in order to try and reduce as much as possible flak from the US. Hitting someone in a speedboat 10 miles out vs 3miles vs 1 mile might trigger different responses from the US. But with the current Circus who knows what they'll do/

Apparently all Cuban born, with US citizenship. 4 dead and 6 injured, so very likley people smugglers and most likley did not pay a "fee to look the other way" to the local commander.

The boat, which was registered in Florida, “was carrying 10 armed individuals who, according to preliminary statements from those detained, intended to carry out an infiltration for terrorist purposes,” the Cuban Interior Ministry said in a statement.

“Assault rifles, handguns, improvised explosive devices (Molotov cocktails), bulletproof vests, telescopic sights, and camouflage uniforms were seized,” it said.

 
I’m not tracking Trump or his admin having had any involvement in that Cuban shooting nor any follow-up of significance. I get that there is a US nexus and Trump is president, but is it not more than a little off topic?

Or someone wanting off the island peoples’ paradise having their ride out intercepted? One man’s freedom run could be another’s human trafficking/kidnapping, especially when one is torn about who to believe more these days.

I suspect neither side has a interest in the whole truth getting out. I saw a brief clip of Rubio looking unsure when being questioned. If there was US government involvement, it might been at a level and distance from the Whitehouse to allow them to honestly deny prior knowledge.

I leaned to smugglers not paying the "fee" to be left alone. If they were heavily armed, it could be Cuban resistance groups doing their own thing. With the Cuban regime either getting lucky in intercepting them or they had a source in the opposition group.
