My impression is that things really didn't start to turn around until Petreaus came in and emphasized that the war in Iraq would not necessarily be won by the most effective weapons systems. The only way to beat the insurgency was to win the minds of the moderate Iraqis.
It was our loc which was a shocker, right accross Kindi St was the US Embassy which was under construction. HE 107mm and 122mm rockets were a specialty, along with 82mm mortars, sporadic and less effective SAF from accross the Tigris. Roaming snipers in converted cars as lairs, IEDs and SVBIEDs were common threars. The summer temps of 55C by 0900 was also a shocker.
You are indeed right about hearts/minds, and Portreus was an excellent commander.
