The nearest French territory is 100 km away.  For the lady to get a photo it had to be over Canada.  While the French are allies, do we like them that much?  Maybe they need to work on the guidance system.

So the official explanation is swamp gas from a weather balloon was trapped in a thermal pocket and reflected the light from Venus.  Gotcha.

The explanation I saw (in the comments section of a newspaper website - probably the first time in history anything worthwhile has been posted there) is that since the photo was taken when the photographer went out on a clear day to take a shot of sunset over the water, we're probably looking at jet contrails being lit up colourfully by the setting sun. Sure enough, the town where this was seen faces water when looking west, Newfoundland is directly under the transatlantic great circle route that passenger jets follow, and witnesses reported seeing "several" of these objects.
