Does it look to anyone else like the pistol’s unusually long? It almost looks to me like it has a suppressor and he had to cock it after each shot like it wasn’t cycling?

Video quality wasn't great - but clearly suppressed pistol - either a slide lock used (to stop cycling) or no Nielsen device on the suppressor (which is a booster to help the slide cycle). Clearly it was intentional that the slide wasn't cycling - as he racked the slide, and caught the fired casing and shot again as a fairly fluid motion.

That was a targeted hit. This guy must have had a few enemies. Not just "I hate you for making my hospital bills high" type of enemies.
There are a few things that stand out. Based on the slim profile of the weapon, and the relative lack of muzzle rise, I would guess this is a .22. Also, though I agree it was targeted, I'm not sure how professional this guy is. If he was, he would have tested that pistol before using it, and discovered it wasn't functioning properly. It's very odd.

Did he catch the brass? I did not notice that. You have better eyes than me.

It could be. Could be a lower grain 9mm as well. At that distance he wasn't needing to pack that much of a punch.

Might be he knew it had to manually cycle each time. In any case, definitely looks like someone who knew what they were doing.
 
I don’t know about being a pro, but they (don’t assume male) had practiced the shoot enough to be very smooth on the recock/catch brass motion.

Check security cams from a few days earlier. See who makes more than one pass down that street.
