Voluntary Occupational Transfer ( VOT )

Hey All,

I am currently Navy, a Leading Seaman at the 4th incentive pay level and am not receiving Spec Pay.  I just accepted a VOT offer to the Air Force.  My question is, do I get bumped down to Basic or Level 1 Cpl pay or stay at the 4th level?  Everyone I know that has OT`d has been a Mcpl/MS so their situation is a little different than mine.  I've scoured the forums and could only find info regarding reversion in rank WRT OT and, I am currently away from my unit so asking clerks isn't an option.   

 
I have the answer but I don't have the ref handy. But I've always wondered why someone would accept a transfer and not understand the ramifications to his pay implicitly.

The ref you seek are the CBIs - Compensation Benefits Instructions.
 
If you're coming from a Standard pay trade, you simply retain (and even progress in, if you haven't maxed it out) your incentive level at the Cpl Standard pay group.  Nothing changes until you become occupationally qualified at the QL5 level in the new trade; then and only then does Spec pay come into play and incentive levels get moved around.

Usually is.  On the DIN/DWAN search for "Basic Production Documents", should take you the SIP and OUTCAP matrix doc's. 
 
Not sure where I should post this. I am currently enrolled in the Army serving at one of the Artillery Regiments. Unfortunately being an Artilleryman has affected my health and although I still meet the medical requirements for the trade I was advised to look into an occupational transfer in order to take care of my personal health. I have picked 2 trades I would be interested in and meet the requirements for, my question is what do you guys recommend I should ask the BPSO? I am somewhat familiar with the VOT process and have already spoke with the BPSO, and done my research on the trades, I have an appointment with him coming up and not sure what to ask. Thank you.

I put in my OT Memo in July had to resummit it a month later using the old CANFORGEN (but making referance that it maybe superceded), when I saw this come out I was so happy, add the fact the MOC advisor in my area doesn't have a problem with my OT from SupTech to STWD.

Now it's the grind stone to get the i's dotted and t's Crossed.

By the way, to anyone who is wanting to apply VOT...despite what the CANFORGEN says, OFP doesn't really have anything to do with it.  Read Ref A carefully, the CFAO is the authoritive policy for Reg Frce NCMs.  You'll not see the term OFP in it.  WRT to 'required qual in current MOC', the CFAO says "QL4 qualified".  Also of note - if you are in a trade that has no QL4, then QL3 is the required lvl of qual. 

There is a DAOD that is coming out to replace CFAO 11-12, however it is still a draft.  Despite CFAO 11-12 not being superseded yet with this 5000 series DAOD, some folks/org's are using it.  This is obvious in the wording of the VOTP msg (i.e. - "OFP").  OFP is a key part to the draft DAOD.  It is NOT part of the CFAO.

This argument has been had with D Mil C on 2 cases that I know of.  The mbr won in each case.

The 5002 series DAOD has been in draft form for a few years, unknown why it has not been blessed yet.

I was just noting it as MOC advisors have some pull in the process (behind the scenes) and if he's OK with it is likely for me to mean least resistance from my CoC.
 
Rgr.  There should be no 'interference' on the CM shop or CofC for eligible NCMs.  *should*

They have a part, in that they get to make 'recommendations' on your application and your immediate supervisor/CofC fills out an assessment form.

However, those are just a part.  Your Pers File including PERs, etc and the PSO assessment and referral form are, IMO, the real "unbiased broker" documents the (I hope) the Selection Boards are paying attention to.

I had great resistance from my CofC for my OT into my current trade; many Jedi Mind Tricks were attempted.  Biggest reason for CofC resistance?  I was in a Pri 4 position - the career shop told my CofC there would be no replacement for me if my OT was successful.  Then the BS started.

If you experience roadblocks, my  :2c: is to remain calm, refer to the applic ref's, staff professionally worded, concise supporting documents (email, memo's, etc) and keep a very positive relationship with the PSO folks and your CofC.  Leave the emotions (anger, frustration, etc) in the car when you get to work.

Just thought I'd add my two cents since it sounds like I'm in a similar position. I contacted the PLAR Coordinator at CDA and yes it is possible, but difficult, to have a PLAR completely waive RMS Clk QL3 as the result of OJT or what they deem as equivalent in-trade experience.

Regretably, the Coordinator at CDA is not responsible for assessing PLAR's.  They merely log them, look at the occupation and then re-route them to the responsible MA who does the actual assessment.
 
As my title says I'm curious about who is applying for the votp this year from and to which trade. 
Also I would like to know when an offer is made, is there a way to be noticed because I feel my CoC could "forget" my carreer goals since I'm on leave until June.
