Weddings of 200-plus couples from Canada and Britain never officially recorded

 Republic, where foreign couples frequently travel for their weddings and stay for their honeymoons. Four people have been detained as part of the investigation
 -- all employees of the Central Electoral Board that oversees civil marriages, said Roberto Rosario, president of the board's administrative panel.

On the + side, if some of those 200 couples changes their minds, they don't have to divorce...
