Just as an aside, the major shipyards in NSS aren't actually allowed to bid for these. That is a deliberate contract requirement intended to ensure that smaller stuff that a lot of yards that didn't qualify for the NSS would still have access to work, and not compete with the heavily subsidized NSS yards.
