If you’re referring to the Russian shenanigans mentioned in the above-posted report, if it’s clearly identified as coming from USSR 2.0’s info machine, my understanding is that’s influence. If it’s coming from a source that isn’t claiming to be USSR 2.0 but is actually being puppet mastered behind the curtain by the Russian state, then it’s interference.
Anyone not aware of who Storm 1516 is likely would brush this off, this group is a major player in disinformation. Its their entire job, these are the people who started the whole Kamala Harris hit and run story, and the story on mail in ballot fraud, not to mention multiple deep fakes targeting ukraine.
