Probably typical government accounting, where they include the purchase price, plus 40 year operating costs including fuel, windshield washer fluid, crew costs and Christmas presents.

Ford and Roshel to cooperate on producing Senators
Production of oversnow vehicles.

Colt to produce C8s in 25,000 unit batches until told to stop.

Purchase of M3 12.7 HMG and the M230LF autocannon for general distribution
Purchase of HMG and autocannon based CUAS systems

Purchase of a standard cell phone in 25,000 unit batches

Convince 300,000 Canadians to train in their spare time to take up these arms to be able to defend their communities as VP guards and CUAS gunners if necessary.

How many Subs or RCDs or F35s would we need to sacrifice to make that possible?

Yuck - GAU-19 all the way for a .50 (way more reliable than the M3/GAU-21 - and longer barrel life)
Not sold on the M230LF, I'd be more interested in the Mk44 Bushmaster II for LAV swapping, or looking at a split of M61 Vulcan, and 35mm RM/Oerlikon

You will need a lot of other enablers for the cell phones too -- as well as a slew more radios, and their enablers.

At 3.5% none. While equipping a ground force isn't exactly cheap (at least one with modern equipment) it is pennies on the dollar compared to Air Force and Navy stuff).

Just give me a new C8A4, annual ammo allotment and some other bits, let me keep it at home, and I'll happily train on my spare time and be a part of the 300 (thousand). Oh... and build a few flat ranges in my area for easy access. I might even do some cardio again...

Ill give ya one better, ive seen the pre production model C25 Rifle thats replacing the C7 for the CMAR project. Unfortunately I cant share pictures but its very nice. Production scheduled for next year
