Bill C-70 (Countering Foreign Interference Act) received royal assent on June 20, 2024. Many of its provisions (e.g., amendments to the CSIS Act, Criminal Code, and Security of Information Act) came into force relatively quickly — within days or 60 days.
The registry and the office of the Foreign Influence Transparency Commissioner are scheduled to come into force on August 4, 2026 (over two years after royal assent).
I'll not be holding my breath on an Aug 26 start.
Anton Boegman has been named Commissioner.
The government has missed and/or moved most timelines. Initial expectations: Operational by June 2025. Later promises: December 2025, then spring 2026. As of mid-2026, it was still not live, with officials repeatedly saying they were "very close to the finish line" without firm dates.
