Change of release base

Hi there,
My 4 years contract ending in 9 months (release 4b), I'd like to request a CORB. Is someone know about this process? How much time before my release date I'm allowed to move? Thanks.

Being at an isolated post, we have members that elect a change in release base quite often. But one of the main reasons is Yellowknife has no release section.  One member asked for Whitehorse as his change and it was denied as they don't have a release section either.  Two members asked for Kingston. It was authorized and essentially once their stuff arrived and they moved in they reported to the release section and completed the release that they started in Yellowknife.
