Finally got mine issued to me last parade nite. Very nice kit indeed... but;

Does anyone know what the ‘secret‘ compartment at the bottom, inside is for? There are a couple foot long ropes in there (well not ropes, but OD bands, I cant really describe it).

That "pocket" is used to turn your jacket inside out into, just like those old windbreakers and regimental PT jackets. The straps inside simply serve as the carrying strap.
