Of the leaders he’s going to meet, the only one that I can’t understand is why Spain? There’s an angle there for that meeting and I don’t see it at the moment.

Hmm, with Carney already meeting with the German Chancellor, meeting with the Spanish PM would be 2 of the 3 members of FCAS.
If France pulls out, maybe Canada (and Belgium), could move in.
