Any decisions to restrict the issue of certain kit (like DEUs or CADPAT) until after a certain qualification are local controls only. DEU issue is held until after QL3 or MOC training in some places mainly to reduce the extra issues/returns during the training period with the highest attrition rates. CADPAT was/is being issued in a cross-country blitz, with enough being brought (in available sizes) to replace the old combats held by personnel in the unit at the time. The supply system then moved on, and may not have replaced al or any of the warehouse stocks in each location at that time. That‘s why new recruits, being kitted after the ‘blitz‘ passed by may still be receiving the old combats, in many cases the CADPAT just isn‘t on the shelves to give them yet. Units supported by major supply facilities will do better sooner as the change-over continues, but eventually we‘ll see the system purged of the old combats and everyone will get the CADPAT, including during their recruit kit issue.
